 Supply and Delivery of IT Hardware Equipment and Provision of Ancillary Services to the OSCE

The Organization for Security and Co-operation in Europe (hereinafter referred to as the “OSCE”) invites sealed Bids from qualified companies (hereinafter referred to as “the Bidders”) for the supply and delivery of IT hardware equipment (hereinafter referred to as “the Goods”) and provision of ancillary services (hereinafter referred to as “the Services”) to the OSCE Secretariat, Institutions and Missions.


The OSCE intends to establish corporate window contract(s), against which OSCE entities may purchase the Goods and Services for their operational purposes during the duration and under terms and conditions of such contract(s) by means of OSCE purchase order(s) on a non-exclusive and on an “as and when required” basis.  The OSCE cannot confirm to the successful company(ies) any minimum level of business.


It is expected that the duration of the contract(s) shall be twelve (12) months from the effective date of the contract(s), with a possibility of annual extensions up to an aggregate contract duration of five (5) years. 

Throughout the term of the contract(s), the OSCE shall be under no obligation to buy any or all of the Goods and Services which are subject of the proposed contract(s) from the contractor(s).


Any contract awarded as a result of this tender case shall be bound in all material aspects by the terms and conditions specified in Section IV, Form of Contract.


Bidders are encouraged to offer alternative supply chain solutions subject to establishing to the OSCE’s satisfaction that such solutions in all material aspects comply with the requirements established in these Bidding Documents.


Please note that a pre-bid meeting, providing guidance on the specific requirements of the OSCE in respect to the contract(s) under consideration, will be held on 12 January 2007 at OSCE at the Hofburg, Vienna.

Section III: Forms of Bid
Section IV: Form of Contract

Please note that Bids sent by fax or e-mail will not be accepted.  All prices and rates shall be quoted in EURO.


All Bidders interested to participate in this solicitation are required to regularly visit the OSCE web-site (http://www.osce.org/tenders) to view any amendment made to the Bidding Documents.  The amendments will be binding on all Bidders.  The OSCE will assume no responsibility for any Bidder’s non-familiarity with any amendment issued hereunder.


In addition to the bid prices, the Bidders are required to specify (i) the level(s) of discount that shall be used to calculate the unit rates of the offered Goods throughout the duration of the contract(s), and (ii) the price list that shall be used as the benchmark for calculation of such unit rates.  Unless the relevant Bidder is the original equipment manufacturer of the offered Goods, such proposed price list shall be controlled by a third party not controlled by or under management supervision of the relevant Bidder.  The latest applicable price-list(s) shall be submitted as part of the Bid.


Please note that the OSCE reserves the right to accept or reject any bid, and to cancel, in whole or in part, or to suspend the solicitation process, or to reject all bids, at any time and without reason prior to the date of contract award.
